A recent study in Australia found out that only 3% of parents that teach their teens how to drive will actually pass a written driving test.
This is not a big surprise. The rules of the road, beyond speed limits and road signs, require a great memory of distances and small details that are hard to remember. You can memorize it well enough to pass a test, but random drivers who passed this test ten years ago are unlikely to remember this material.
I don't see it as a major issue. Most drivers are well aware of the important rules, such as speed limits and traffic lights, and are definitely capable of teaching (knowledge-wise).
