Brake Drivers

There's something that I see almost everyday when I drive, and I still haven't figured it out. I see people driving on perfectly flat and horizontal roads with the brakes. Slowly. Very slowly.

This weird driving is something that really annoys other drivers, mainly because it makes the entire traffic slower, especially when it's done in the left lane. It's even more annoying because the drivers doing that are not aware.

Most of the time they talk on the phone, but sometimes I see drivers with no apparent signs of distraction doing this weird thing. If someone has a clue, feel free to write here.
