Starting this year, people who are not legal residents of Nevada but want to drive there must obtain a card that requires them to pass a written test and a driving test.
Apparently, on the first week of the program, 76% passed the driving test, but 67% failed the written test.
I guess that if you require all licensed drivers to go through the same procedure where they live, you'll get approximately the same numbers. Experienced drivers tend to forget all those little laws about parking distances and theoretical information about the right of way in very rare situation.
