Once again, it seems that people never learn. For example, a woman was caught with suspected DWI, so the police asked her for a breath test. She refused. As a result, she was charged with her 4th DWI.
She was already arrested with DWI this year in June and November (this is her second time this month!). Apparently, she doesn't really care.
Hopefully this time she will not return behind the wheel.
